Add `Cell` class

Cell is used in 2d indexing structure `ixy_` of `RRTBase`. It contains
vector of pointers to `RRTNode`, boolean variable that tells if node was
added and the mutex to lock atomic operations.

Cell is used in 2d grid similarly as simple vector of pointers to
`RRTNode` in `iy_` indexing structure.
