Release bcar version 0.8.0

Add binary targets with comparison of in-slot planning to other
approaches.

Change the default car's dimensions.

Refine minimum turning radius (MTR) computation: Since this version, MTR
is based on front track instead of the car width. This introduces better
precision for MTR computation.
