cmd: Add echoserver functionality and command

The echoserver (es) creates one or more background threads
which are listening on a particular port. When some data are
received, the same data are then sent back.
Basic thread management is supported -- it is possible either
to list all the threads or kill them all.

Fix version in release package

The version has been unknown when built from the repeased project,
because no git files are distributed in the package.

The version.h file is generated when making the release package and copied
to the cmdproc/include directory, the Makefile.version is removed as it is
not needed anymore in the released package.

pandoc version in Debian/Wheezy does not understand markdown_strict
format. Use plain markdown. It may lead to incorrectly generated doc,
but we ignore this for now.

Endianity changed from BE to LE,
Runtime support library changed,
target configuration created.

Application should not be executed yet as this is just a preparation
for the following changes in the code. There definetly are errors
in the peripherals configurations.

loopback test and we have now canrpptest command, which uses RPP
library for CAN control and exteds the test for some other features
that the library provides.

Excessive record from rpp_can_ctrl_config structure removed

This record is not yet used by the timing computation algorithm, so
it is better to not have it here.

CAN baudrate setting fixed, manual CAN timing parameters specification implemented

The previous command for baudrate setting was calling a function
implementing wrong algorithm for timing parameters calculation.
The modified command is using the updated function from the library.

There is a new command for manual specification of the CAN frame timing,
instead of automatic calculation from desired baudrate, which might not work
for some values.
