Proper CPU contracts in streamer

Print * for every key frame

Change default frame rate to 30 fps

Measure FPS just after reading input frame (not after de/encoding)

Also make calculation more precise.

Attempt to fix unexpected video delays with 30 FPS

vivi driver outputs frames at 30 FPS and ffplay plays the stream delayed.
This attempt to fix was unsuccessful.
