[PSR] Problem with connection from VxWorks

the problem with connection to VxWorks on new boards is resolved now.

The reason was misconfigured DHCP server, which assigned different IP
address to the board's bootloader and VxWorks. This resulted in
situation that debugger used bootloader IP address but ifconfig command
reported another address. Now the IP addresses are statically assigned
to the boards, which guarantees they remain the same all the time.
