Xilinx: ARM: update of defconfig for new UART driver

The new UART driver that should be going into 2.6.40 uses
PS rather than DF for the tty name. Devtmpfs is also needed
for the new driver.

The SMP defconfig was also removed as the normal xilinx_defconfig
is SMP by default now.
