video: tegra: host: update engine's MA_MASK and BORPS registers

In HW, support for state Active and state Stalled_mc from
ACTMON Multi-Activity MASK and Boolean Operation supported,

So SW needs to mask other bits from these registers,
setting these bits to be 1 to mask unimplemented state.
