arm64: tegra: jetson-cv: correct top dts

Following issues are missed in jetson-cv top dts:
1. add dc dt node overrides.
2. boost cpu for usb perf issues
3. remove sysedp consumes.
4. country_code_map for wlan is missed.
5. need to set rx in pio mode for uartd.
6. pin 16/17 of gpio expander(0x77) actually is input.
