video: tegra: host: Lower VIC initial frequency
devfreq governor assumes that during initialization VIC initial
frequency is low, however, currently we use UINT_MAX as the
initial frequency. This discrepancy causes devfreq governor to
disable the low watermark interrupt thereby preventing frequency
changes to lower frequencies unless we first have exceptionally
large load on VIC.
This patch fixes the issue by moving VIC initial frequency to
smallest possible; Devfreq governor will push the frequency
higher if it is required.
