tegra: pcie: add aspm duration calculation

adds debugfs entry mechanism to find out the
amount of time link is in one of the ASPM
states (viz. Tx-L0s, Rx-L0s and L1)
It also adds support for printing L1SS (L1.1 and L1.2)
entry counts
