arm64: tegra: e2174: use open drain for max77663 gpio3 for A00

One A00, the enable pin of 3v3 buck boost is shorted to the power
supply of 3v3 buck boost. So the gpio3 of max77663 do not control
3v3 buck boost on A00. Per syseng suggestions, the gpio is needed
to be configured as open drain. And this will be fixed at A01 and
later vision.
