ARM64: config: t186: Enable BLK_DEV_LOOP

Enable CONFIG_BLK_DEV_LOOP to support mount.

Below failure observed without CONFIG_BLK_DEV_LOOP:
mount: /mnt/: mount failed: Unknown error -1

boot.img size not changed.
