bwmgr: Initialize bwmgr after emc dvfs init

bwmgr: Initialize bwmgr after emc dvfs init

The frequency returned the emc_determine_rate() if no dvfs tables
are available is just the current frequency and not the maximum.
So, let emc driver fill the tables and initialize bwmgr after
that to get the correct information of maximum available frequency.
