Simple view config added to testbench

Now typing 'make view' executes simulation and displays some
timing diagrams.

Testbench Makefile improved

Testbench moved into 'tb' directory

Naming convention changed

VHDL files extension modified to .vhd and testbench renamed
to tb_quadcount.vhd.

Removed quadcount_tb as it do nothing

silly manual testbench added (now should be makeable)

qcount output moved one clock ahead (now consistent with event signals)

+ Makefile, DFF for input synchronization, ab carry corrected
