drivers: pci: host: tegra: add debugfs

Add debugfs framework to support following
-> dynamic link width change(x1, x2, x4, x8, x16)
-> dynamic link speed change(Gen1/Gen2)
-> check ASPM L0s/L1 entry count when enabled
-> listing all the devices along with link status
