arm: config: Removed EHCI Boost CPU Freq

Since, usb-ethernet network issue is resolved by another patch,
So, no need to boost cpu frequency unncessary, therefore
CONFIG_TEGRA_EHCI_BOOST_FREQ from l4t defconfig is removed.
